Chivalry underground

I get on the train and this young man is sitting on the first seat – you know the one where those who are less able to stand have the first pass. Since he is a young man and I am, well, older (ahem) he offers me the seat. I say, alright thanks. And he continues sitting and fiddling with his phone. What part of “alright thanks” can you interpret to mean I don’t want the seat?
